The Office for Initiatives in Culture and the Arts (OICA) was formally established in March 1999 by virtue of the decision made by the Board of Regents during its 1128th meeting on January 28, 1999. OICA is under the Office of the Chancellor, UP Diliman.

OICA is mandated to carry out the following functions:

1. To formulate policies, guidelines, plans and programs on artistic and cultural activities for UP Diliman. These activities are directed towards the following:

          a. enrichment of artistic and cultural  experiences of UP Diliman students, faculty, staff, residents, and audiences off-campus;
          b. promotion of humanistic and nationalistic values among the members of the UP Diliman community and the nation;
          c. creation of an environment conducive to realizing the visions of UP Diliman artists and cultural workers;

2. To organize, coordinate, and support various artistic and cultural activities in UP Diliman;

3. To promote and support the various artists and artistic groups in UP Diliman;

4. To plan, evaluate, and oversee the development of theaters, museums, sculptures, garden, art galleries, studios, and other cultural facilities and infrastructure in UP Diliman;

5. To promote UP Diliman as a major cultural center in the Philippines.

Mindful of these functions, OICA provides financial and technical assistance to initiatives under the following interconnected programs:

The ARTIST Support Program gives educational entitlement to the members of UP Diliman’s official performing groups through tuition fee waivers. This program also gives financial incentives to artists and performers through honoraria and public recognition through citations. Financial assistance is also given to various artist-support projects such as the staging of actual productions and exhibitions.

The AUDIENCE Development Program promotes the cultivation of critical education and appreciation of culture and the arts through financial grants and technical assistance given to cultural productions, performances, workshops and exhibitions by student and faculty organizations, performing groups, colleges and other UP units in various arenas such as theater, dance, literature, music, architecture, and visual arts. These activities serve to complement the existing curricula of various UP Diliman colleges as well as the cultural programs of government and non-government organizations.

The VENUE Development Program coordinates the creation, development, and maintenance of venues such as galleries, museums, archives, auditoriums, and theaters in UP Diliman for exhibitions, performances and research. OICA initiates partnerships/collaborative work between and among the various units/colleges to maximize the participation of UP Diliman specialists in the activities of the program.

The CULTURAL Exchange Program promotes the participation of UP Diliman in cultural and artistic endeavors at the national, regional, and global arenas. This program supports mutually enriching partnerships with the UP autonomous units and other cultural institutions through collaborative projects, such as conferences, workshops, performances and other forms of dissemination.
