History
From the Department of Physical Education, the need to institute programs to maximize the growth and development of physical education and sports in the country was conceptualized under the leadership of Dr. Aparicio H. Mequi, who was then the director of the Department. Thus, this led to the establishment of the UP Institute of Sports, Physical Education, and Recreation (SPEAR) in 1976. In 1989, with the increase in the student population and the general pubce, plic's current interest in sports and other physical activities, the name of the institute was eventually changed under the incumbency of the late Dr. Cynthia V. Abad Santos. Upon the recommendation of the faculty and the approval from the University Council, UP SPEAR became the UP College of Human Kinetics to better relate its field to that of movement science. 1908 - the University of the Philippines was established in 1908 as a state university 1912 - Lieutenant John W. Mayhew of the Philippine Constabulary detailed to the University of the Philippines; appointed Athletic Director of the University, whose main task was to conduct athletic competitions among students of the different colleges; - a University Athletic Association with powers vested in a Board of Athletic Control which prescribed and enforced policies on the conduct of athletic activities in the University. 1914–1920 – Mr. George Cassidy took over as Athletic Director. 1920 - Dr. Regino R. Ylanan, a physician and an exceptional athlete during his student days at the University, became the next Athletic Director; promoted participation in physical activities as a means to enhance good health among the Filipinos; recommended the adoption of physical education as a requirement for graduation which was approved by the University Council through the Board of Athletic Control. 1921 - Acting on the motion filed by the University Council, the Board of Regents of the University created a Department of Physical Education to promote, direct and supervise physical education and recreation among the students in the University; attached to the UP College of Education with two sections, one for the men and the other for women with Dr. Ylanan also the director of the men’s section while Ms. Carmen Wilson (who eventually became Mrs. Ylanan) as the assistant director in charge of the women’s section. - Promotion of sports in the University via an intramural program: basketball, tennis, and swimming for both sexes; baseball, boxing, soccer, track and field and wrestling for men only; badminton, softball, and volleyball for women only. - Outstanding athletes were discovered in the Intrams and eventually trained for Varsity Teams. The Varsity Teams represented the University in the national open competitions and dual meets. 1924 - Dr. Ylanan organized the National Collegiate Athletic Association (NCAA) with other colleges and universities to provide additional avenues of competition for the UP Varsity Teams. 1925 - Courses in physical education and athletic coaching were initiated for the benefit of the teachers in the Bureau of Education. Five years after 1930, as approved by the University Council, a Certificate in Physical Education was conferred on teachers who completed twenty-eight units of credit. 1928 - The degree Bachelor of Science in Education major in Physical Education was finally offered by the UP College of Education. In the early 1930s Bachelor of Physical Education was introduced but later phased out and only the Bachelor of Science in Education major in Physical Education continued. 1929 - Prof. Candido C. Bartolome, a highly accomplished faculty member, became the physical education director of the University for the next thirty- five years (until 1964). 1930 - Prof. Bartolome initiated a breakaway group from the NCAA called “The Big Three” (FEU, UP & UST) to set up the UAAP Games from whence the University has been an original member ever since. As such, the UP had been an active participant in the UAAP games since 1931. - Prof. Francisca Reyes - Aquino, a UP alumna and faculty member, served as the assistant director in charge of the women’s section from 1922–1929 and 1931–1940. Her accomplishments included: setting up a UP folk song and dance group to perform folk music and dance during University functions; pioneer researches in Philippine folk dances (10 books) and the propagation of Philippine folk dances. 1963 - UP gymnasium built behind the UP College of Law with Prof. Bartolome as brainchild. 1967 - the Board of Regents approved the creation of the UP Institute of Physical Education to offer the Certificate of Physical Education (or Coaching) for public school teachers in conjunction with the Bureau of Education. 1976 - a UP Institute of Sports, Physical Education and Recreation (SPEAR) was established with. the following programs Certificate in Sports, Certificate in Dance, Bachelor of Physical Education, Master of Physical Education and Master of Science in Physical Education degrees. Its first dean was Dr. Aparicio H. Mequi. 1982 - New gym built within the proposed UP Sports Complex along Commonwealth Avenue. 1989 - change of name from the Institute of Sports, Physical Education and Recreation (SPEAR) to College of Human Kinetics (Sept. 28) headed by then Dean Cynthia V. Abad Santos. 1991 - Institution of the Bachelor of Sports Science 1999 - Institution of the Certificate in Sports Studies (formerly Certificate in Sports) 2001 - Institution of the Diploma in Exercise and Sport Sciences (formerly Diploma in Physical Education) 2002 -Institution of the Master of Science in Human Movement Science (formerly Master of Science in Physical Education)
