Academic Program and Onther Services

Graduate Program

The TMC offers a graduate course leading to the degree of Master of Technology Management (MTM). The MTM program uses an interdisciplinary approach that combines business management, engineering, and the social and physical sciences. It is the first ever graduate program of its kind to be offered in the Philippines, and in the University of the Philippines.

The MTM program equips technologists with a management perspective that will prepare them to assume responsibilities in technology-oriented organizations. At the same time, the program provides managers with skills to respond effectively to rapid technological changes and innovations and to use these to improve the productivity, quality, and competitiveness of their organizations.

Training Programs =

For those unable to pursue a full degree graduate program, the TMC offers short-term executive training courses ,for business and industry executives, entrepreneurs, corporate planners, government science and technology policymakers and analysts, and other technology users. Among the topics taught in these training programs are the following:

  • Technology Commercialization
  • Strategic Technology Management
  • Science and Technology Policy Analysis
  • Total Quality Management
  • Management of R&D and Innovation
  • Project Management

Research Programs and Consulting Services

The TMC faculty affiliates conduct research and engage in consulting activities that address various Technology Management issues.

TMC is credited with 16 accomplished research studies and publications, foremost of which (in addition to the Conference publication) are the two published research studies for the NEDA, entitled, "Restructuring Philippine Industries Toward the 21st Century" and "Science and Technology Forecasting".

The following are the accomplishments of the TMC in research and publications:

  • "Science and Technology Forecasting" - completed in December 1997 - Research Project for the National Economic Development Authority (NEDA) - published by NEDA.
  • "Restructuring Philippine Industries Toward the 21st Century" - completed in February 1988 - Research Project for the NEDA - published by NEDA.
  • "Managing Technology for Global Competitiveness: The Philippine Experience" - completed in February 2000 - Publication Project for the DOST - published by DOST and the UP Center for Integrative and Development Studies (UP-CIDS).
  • Inventory of Filipino Inventions on Environmental Technologies - September 1998 - Research Project for the UP-CIDS.
  • Economic and Political Impacts of Currency Depreciation: Scenario-Building - February 1998 - Research Project for the National Power Corporation.
  • DOST Project to Establish Virtual Centers for Technological Innovation: Selecting Academic Institutions With Potential to Become VCTI Participants - October 1999 - Sub-Study Research Project for the DOST.
  • Statistical Analysis and Evaluation of the 2000 National Science and Technology Week (NSTW) Activities of the DOST - March 2001 - Project Study for the DOST.
  • "Technology Management Education and Training in the Philippines" by Dr. Elvira Zamora - published in the book entitled "Technology Management Education and Training for Developing Countries" by ESCAP.
  • "An Assessment of market Statistics in the Philippine Retail Trade Industry" by Dr. Epictetus Patalinghug.

History

The Technology Management Center (TMC) of the University of the Philippines System at Diliman was formally established through a resolution approved by the UP Board of Regents on 23 February 1995.

The TMC is mandated to serve two fundamental purposes:

  • To respond to the recognized urgent need of firms and industries for technology upgrading, productivity improvement, and enhanced global competitiveness.
  • To respond to the established requirements of the Philippine government for expert advice and assistance on science and technology policy analysis and formulation; technology forecasting, planning, and assessment; R&D management; and program and project management.

The TMC is the first institution of its kind in the Philippines and in the ASEAN region, being an interdisciplinary undertaking where it draws from the expertise, experience and perspectives of nine UP Diliman units affiliated with the Center, namely, the:

The TMC is directly attached to the Office of the Chancellor of University of the Philippines, Diliman for administrative supervision and program coordination. Assisting the Chancellor in the administration of the Center is the TMC Coordinating Council composed of the deans and directors of the affiliated UP Diliman units. The day-to-day management of the Center is the responsibility of the Executive Director, assisted by the Deputy Director.

Vision and Objectives

The TMC is guided by a renewed vision in the performance of its mandate, which is, to serve as a world-class center for advanced education, research, and extension services in the new and dynamic field of Technology Management.

In realizing this vision, the TMC pursues the following objectives:

  • To provide advanced education and training in Technology Management
  • To undertake interdisciplinary research on various aspects of Technology Management
  • To provide advice and assistance to the government on technology forecasting, planning and assessment, S&T policies, R&D management, and other macroeconomic aspects of Technology Management
  • To assist local entrepreneurs, business and industry executives, and other technology users in their efforts to harness and manage technology for competitive advantage
  • To raise public awareness of the importance of science and technology, technological innovations, and national technology development for economic growth and improved standards of living
