Dr. Ferdinand Blancaflor Pitagan was a Monbukagusho (Japanese Government Scholarship) scholar under which he graduated with the degree of Doctor of Philosophy in Education from the International Christian University, Tokyo, Japan . He is also a graduate of the the University of the Philippines - Diliman with the degree of Masters of Arts in Education major in Educational Technology.
He was a research fellow at Tokyo Gakugei University and at the Institute for Educational Research and Service of the International Christian University; computer science teacher at Philippine Science High School - Main Campus; professional trainer for the Cisco Networking Academy; project coordinator of the Asian Graduate School Forum; and consultant of the UP Information Technology Training Center (UP-ITTC)] and Philippine Science High School System. Most recently, he was an assistant professor at the University of the Philippines - Diliman, College of Education, teaching educational technology and research courses.
Dr. Pitagan has done extensive research, written research articles and presented in international/national conferences on topics covering education, technology, media and society. Furthermore, he has received international/national awards notably the Best Filipino Teacher of the Support Your Dream Japan, Excellence in Teaching of the UP College of Education and Model Student of Rotary International.
He is consultant of several private entities; reviewer of international journal publications - Educational Technology Research and Development (ETR&D), Sage Open Journal, International Journal for Educational Media and Technology (IJEMT), and International Journal of Educational Technology for higher Education (ETHE); convener of The First Media and Information Literacy Intensive Teacher Trainer Program; founder of ActivatED (an academic group that aims to foster a more creative and active mindset in designing and implementing innovative solutions for the Philippine classrooms); and co-founder of the National Digital Educators Society (NDES).
Moreover, Dr. Pitagan is an educational technology consultant of the Department of Education (DepEd) as the main author of the Media and Information Literacy and co-author of the Empowerment Technology Curriculum Guides for Senior High under the K-12 Basic Curriculum Program. He is also the lead author / team leader of the Media and Information Literacy Teaching Guide, a project of Commission on Higher Education (CHEd) under the K-12 Transition Program.
At present, he is the Director of the Academic Support for Instructional Services and Technology (ASIST)of De La Salle University. The office extends professional development to the various colleges of DLSU through its strong and dynamic training programs and other academic services. It is designed to assist deans and their faculty develop, conduct and evaluate programs which foster understanding of the mission of a Lasallian University educator in the 21st century and equip them with the pedagogical and technological skills and values as they strive to achieve excellence in facilitating learning while addressing the learning styles and instructional needs of the digital learners through the use of various multimedia technologies.
He is also Chair and Associate Professor of the Educational Leadership and Management Department (ELMD) of the De La Salle University Manila. The ELMD handles the following programs: PhD in Educational Leadership and Management; Masters in Educational Leadership and Management, Masters in Special Education and Masters in Early Childhood Education; Bachelor of Education Major in Early Childhood Education; and the Teacher Certification. He teaches educational technology, educational leadership and management and research courses.
Furthermore, he delivers talks; conducts seminars, symposiums and trainings; and produces instructional media resources on media and information literacy and eLearning in general. He envisions a community of practice in technology integration into education which is collaborative, culturally-sensitive, standardized and in the service of others.
