The late Dr. Ma. Concepcion Parroco-Alfiler is a former dean and full professor at the National College of Public Administration and Governance of the University of the Philippines. She holds a Ph.D. in Philippine Studies as well as master's and bachelor's degrees in public administration all from the University of the Philippines.
