MINUTES OF THE MEETING

I. CALL TO ORDER
The meeting was called to order at around 8:00 pm presided by Atty. Nicky Ty.
II. MATTERS FOR DISCUSSION
A. Appointment of Lead Consultant for the Project
It has been resolved that Atty. D. Anissia Salvador-Directo shall be the lead
consultant of the project. As lead consultant, she will be the point person with the
primary duty of supervising the project and coordinating with the members.

of the Civil Code

Dir. Disini mentioned a meeting with USA-AIT regarding funding of the project
C. Egroupware
Members of the project were encouraged to use the "EGROUPWARE' with address at
http://10.34.50.13/egroupware as an online mechanism for posting of official
communication among the members and monitoring of project status and developments.
Username and passwords are available at IGLR Office through the secretary.
Research assistants were also assigned to develop a "WIKI" or an online
homepage through the WIKI feature of the EGROUPWARE. It shall contain an outline
of the titles, brief descriptions, and the links to the US Code, the different State
Codes of the United States of America (Mainland), and other relevant research
materials.
D. Research Updates on the US Code
Dir. Disini proposed that the members explore the US Code, understand how it
was divided into subcategories and find out where certain topics were inserted in
the Code. Further, he suggested that the differentoutlines of the different State
codes in the USA be studied and compared with one another. By looking at these
outlines, the principle or ruling behind their structure could be discovered. He
recommended a review of the US Court System since Federal Laws which govern
interstate activities are distinct and have a separate jurisdiction from State
Laws. It is also worthy to note that certain laws are exclusive to the federal
system and other laws enacted by the federal government overwrites state law.
While US is of common law jurisdiction, which makes the US Louisiana are under
civil law jurisdiction, which makes the US Code and certain State Codes
appropriate bases for the drafting or the Philippine Code.
