A Study on the Communication Dynamics between the MMDRRMC and the LDRRMCs of CAMANAVA

This thesis looked into how Metro Manila Disaster Risk Reduction Management Council (MMDRRMC) and the Local Disaster Risk Reduction and Management Council (LDRRMC) exchanged flood mitigation and preparedness information. The study was guided by the Time-Critical Information and Services (TCIS) framework and the four dimensions (communication willingness, behavior, quality, and commitment) of the Inter-Organization Communication Management model. Using the operational, organizational and governance dimensions of the TCIS framework, the study discovered the different information sharing practices of the employees of local and regional DRRM units. According to 18 informants from the Metro Manila Development Authority, the Office of Civil Defense-National Capital Region, and the Disaster Risk Reduction and Management Office of Caloocan, Malabon, Navotas, and Valenzuela. The interviews revealed that there was already an established system of communication between MMDRRMC and CAMANAVA DRRMCs. Officers from these coordinating institutions used different mechanisms and mediums to communicate with each other. Finally, the level communication willingness, behavior, commitment, and quality of both local and regional offices varied according to the reality of their offices.
