The late Dr. Ma. Concepcion P. Alfiler is a former dean and full professor at the UP National College of Public Administration and Governance of the University of the Philippines.
She holds a Ph.D. in Philippine Studies as well as master's and bachelor's degrees in public administration all from the University of the Philippines.
