Dr. Minerva S. Baylon is an associate professor of public administration at the University of the Philippines Diliman. She is currently the college secretary of the U.P. National College of Public Administration and Governance (NCPAG) and director of the U.P. Center for Public Administration and Governance Education (CPAGE_.


Education

She obtained her Ph.D. in Development Administration & Management from the University of Manchester in the United Kingdom. She received her Master of Public Administration (MPA) degree from the University of the Philippines Diliman where she also finished her undergraduate studies in broadcast communication at the former U.P. Institute of Mass Communications.

She is an expert in regulation, public policy, public enterprise management, development administration, and Philippine public administration. Dr. Baylon teaches courses on public service ethics, and Philippine administrative thought and institutions.
