Abstract:

This study investigated the partnership of DSWD and civil society organizations in the implementation of Aquino’s anti-poverty pet project, the Pantawid Pamilyang Pilipino Program. From several interviews with NGO case studies, it was revealed that the CSO partnerships were not simply enforced to signify solidarity between sectors but designed to hide the flaws and shortcomings of the government in its overall capacity to roll out the big-budgeted program. Also, several weaknesses in the current partnership schemes, including the transfer of public funds to CSOs, were exposed. Guided by the Four C’s framework of Government-Third Sector Relations of Adil Najam, plotted within the context of the contemporary neoliberal restructuring of the state-market relationship, the study provided the bigger story in the increasing participation of the civil society sector in governance. Greatly manifested in the Pantawid Pamilya, CSOs continue to face issues of accountability and conflict of interest.
