TransFARMERS The Filipino Farmers Adoption of the ICT-mediated Farming Environment through the Open Academy for Philippine Agriculture

ABSTRACT

OpAPA and Pampanga Agricultural College collaborated to advocate and expand ICT use in Magalang, Pampanga. This study assesses ICT adoption of farmers using qualitative data-gathering methods.

Magalang is generally ready for ICT adoption but needs improvement in terms of networked society (i.e., local website) and networked economy (i.e., e-government). Network policy was not determined because of the absence of local NTCs. Farmers and extension workers have not yet fully reached the adoption stage as they have varying ICT literacy levels depending on their socio-economic status, age, education and values. Only a few could be gauged to have critical assessment skills. Further, knowledge integration is yet to be achieved. There is high appreciation of the ICTs yet there are hindering factors (i.e., connectivity, availability and complexity of ICTs). Efficient leadership in farmers’ associations also plays roles in ICT adoption. In-depth analyses of evaluations are therefore recommended to improve and develop programs.
