ABSTRACT

This thesis analyzes the reasons none of the impeachment complaints filed against former President Arroyo ever prospered. It tries to link the composition of House members to the overall outcome of the impeachment bids. It examines whether the impeachment process is a reliable measure to extract accountability from high-ranking officials or can be used as a ploy to keep them in administration, just like what Arroyo has allegedly done. Hence, this study tries to expose the things Arroyo did during 13th and 14th Congress to ensure lawmakers‘ support and protection. It explores the possibility that an impeachment process can be manipulated to benefit the president than to make her liable for her alleged misconduct. To uncover such stories, researchers read all the complaints filed against her acts of, House committee reports and pertinent news reports, supplemented with face-to-face interviews. Lastly, this research answers the question whether an impeachment process really works in the Philippine setting.
