Dr. Ebinezer R. Florano is an assistant professor of public administration at the University of the Philippines. An environmentalist, he teaches courses in environmental governance, climate change, and disaster mitigation. He specializes in public policy and program administration.

He is the Director of the UPD-NCPAG Center for Policy & Executive Development (CPED).
