Dr. Ma. Oliva Z. Domingo is a full professor of public administration at the University of the Philippines and former director of the Center for Leadership, Citizenship and Democracy (CLCD) of the University of the Philippines Diliman - National College of Public Administration and Governance (NCPAG). She is an expert in discourses on civil society, organizational management, and public sector human resource management.

Presently, she is the College Secretary and Director of the UPD-NCPAG Center for Public Administration & Governance Education (CPAGE).
