The College of Engineering of the University of the Philippines System is the largest degree-granting unit in the University of the Philippines, Diliman campus in terms of student population. The college is also known formally as UP COE, COE, and informally as Eng'g (pronounced "eng").

Electrical and Electronics Engineering Institute Building

The College of Engineering is composed of nine departments, seven of which are housed in the historic Melchor Hall along Osmeña Avenue in the UP Diliman campus. The Electrical and Electronics Engineering Institute has its own building along Velázquez Street in the Diliman Science Complex and Technology Incubation Park, while the Department of Computer Science (along with the College Library) moved into their own building near the DEEE building in early 2007.

Since its establishment, the College has produced twenty graduates with UP Summa Cum Laude honors. The first COE Summa Cum Laude graduated in 1953, and the most recent was in 2008.


Academic Departments

ChE Mission. We are an institution committed to provide world-class chemical engineering education and contribute technical knowledge through research, spearheading the development of technology with social and environmental responsibility in the interest of national progress.

ChE Vision. We aim to become the National Institute of Chemical Engineering (NIChE) and lead in research and education in the ASEAN region. We shall be actively involved in research in service to industry, government and community, providing innovative solutions to technological challenges. Committed to the high ideals of the profession, our graduates shall have requisite knowledge derived from a strong foundation in science and engineering, shall possess the necessary skills for the solution of engineering problems and shall be prime movers in industry.

Department Profile. The Department offers degree programs at the graduate and undergraduate levels. The Ph.D. program aims to train those who wish to be educators in the field of chemical engineering. The Ph.D. graduate is capable of engaging in academic research that advances knowledge in various fields of chemical engineering. The MS ChE program seeks to endow students with advanced chemical engineering education while the undergraduate program BS Chemical Engineering (BS ChE) provides the basic preparation for entry into the profession.

The Department is also very active in the multidepartmental Energy and Environmental Engineering Graduate Programs of the College of Engineering.


CE Mission. An internationally recognized civil engineering institution in instruction, research and extension service.

CE Vision. To achieve a culture of academic excellence, technological proficiency, and social relevance in instruction research and extension service.

Department Profile. Civil Engineering is a branch of engineering involved in the conceptualization, planning, design, construction and operation of systems, facilities and infrastructures needed for maintaining and supporting modern civilization. Anyone electing to study in this profession will find ample opportunity to render service to humanity and to his country; and to meet challenging and unique engineering problems. The undergraduate curriculum of the Institute of Civil engineering is designed to give the graduate a balanced education in the specialized areas of Civil Engineering (Construction Engineering, Environmental Engineering, Geotechnical Engineering, Transportation Engineering, Structural Engineering and Water Resources Engineering) as well as in the social sciences and humanities - a recognition that technical solutions in civil engineering problems must often consider the socio-economic, legal, political and environmental aspects. Students electing to enter the graduate program study, in coordination with their academic adviser, designed to give them a more in-depth understanding and training in their selected area of specialization.

CS Vision. The Department of Computer Science will be a world class research and teaching institution in the field of Computer Science that serves the interests of the country.

Department Profile.The Department of Computer Science is one of nine departments in the University of the Philippines College of Engineering. It is located in the UP Diliman Campus, which is the flagship campus of the University of the Philippines System. The Department of Computer Science is a medium sized department with 19 full-time faculty members. Out of the 19 full-time faculty members, 5 have doctorates and 6 have master’s degrees. The Department of Computer Science administers the four-year Bachelor of Science in Computer Science Program and the Master of Science in Computer Science program. The department currently has 550 undergraduate and 100 graduate students. The BSCS program is designed to equip the student with knowledge of the fundamental concepts and a reasonable mastery of the basic tools and techniques in computer science. The undergraduate program incorporates the core material, which is universally accepted as common to Computer Science undergraduate programs (computer programming, computer organization, computer systems, data structures and algorithms, file processing, and programming languages). Underpinning the software orientation of the program are the subjects on database systems, information systems design, software engineering, compilers, and special problems (primarily, software projects). The Master of Science in Computer Science program is administered also by the CS Department. The program aims to provide the student with both breadth and depth of knowledge in the concepts and techniques related to the design, programming, and application of computing systems.

The Institute's mission is to produce excellent, innovative and nationalistic engineers and to advance the field of electrical and electronics engineering in the Philippines.

The research areas of faculty members cover a wide range of topics which include microelectronics, digital signal processing, software engineering, wireless communications and networks, instrumentation and control, robotics, power electronics and systems and renewable energy.

Research areas are supported by professorial chairs and endowments from the Philippine government and various industry partners.

Department Profile. The Department of Engineering Sciences offers basic courses in statics and dynamics, strength of materials, fluid mechanics, technical drawing, mathematical methods in engineering, and computer programming. Engineering sciences are founded on basic sciences which have been proven to be pertinent to engineering applications. These sciences provide the student with sufficient knowledge which he will find to be useful tools in the analysis and synthesis of engineering problems. Recent advances in science have opened new areas of knowledge whose practical exploitation has only begun. The pace of technological change has greatly accelerated and this demands men with training deeply rooted in the sciences.

National Centers of Excellence/Development

As of 2001, the Commission on Higher Education of the Philippines has identified 32 centers of excellence/development (COEs/CODs) in University of the Philippines, Diliman, eleven of which can be found in the College of Engineering. (See all UP Diliman Centers of Excellence/Development).

Ten of the eleven COEs/CODs are undergraduate programs in the College, while the eleventh (Information Technology Education) can be considered to be shared between the College's Department of Computer Science and the UP Information Technology Training Center (UP ITTC). University of the Philippines, Diliman has no program named "Information Technology", unlike other Philippine universities. The COEs/CODs in the College are as follows:

Chemical Engineering, Civil Engineering, Computer Engineering, Electrical Engineering, Electronics and Communications Engineering, Industrial Engineering, Geodetic Engineering, Information Technology Education, Mechanical Engineering, Metallurgical Engineering, Mining Engineering.


National Engineering Center

The National Engineering Center (NEC) is a related yet independent unit of the College of Engineering. The NEC is under the jurisdiction of the University of the Philippines System and provides research, consultancy, and continuing education services in the engineering and related fields. Whilst the UP COE is a unit purely dedicated to academic pursuit, the NEC serves industry and government institutions in need of engineering solutions.

The NEC is housed within the Alfredo Juinio Hall (formerly the National Engineering Center Building), located beside UP COE's Melchor Hall along Osmeña Avenue. As of 2006, the College of Engineering Dean, Dr. Rowena Cristina Guevara, also serves as the center's Executive Director.

Five centers formerly within the College of Engineering are now in the jurisdiction of the NEC. However, some of these units still classify themselves as falling under the "COE-NEC" umbrella. This should not come as a surprise, as many NEC employees are also UP COE professors and instructors.

College of Engineering Libraries

The Libraries of the College of Engineering is the repository of books, dissertations, databases, multimedia resources, journals, magazines, and student and faculty researches related to the engineering disciplines being offered by the College. The COE Library envisions itself as the Philippines' National Engineering Library and Information Center in the future.

As of 2006, the Library is located in Melchor Hall along Osmeña Avenue, and is divided into two floors. The relatively cramped space of the Library will be alleviated once part of it transfers to the new Engineering Library and Computer Science (ELCS) Building, where it is slated to occupy the entire lower two floor levels.

The COE Library is an integral part of the University Library's Online Public Access Catalogue (OPAC). The Library is also part of the Philippine eLib (Electronic Library) Project.
