Dr. Ebinezer R. Florano is an assistant professor of public administration at the University of the Philippines. An environmentalist, he teaches courses in environmental governance, climate change, and disaster mitigation. He specializes in public policy and program administration.

He holds a Ph.D. in Public Administration from the International Christian University in Japan.
