The Center for Local  and  Regional Governance (CLRG) has been at the forefront of research, consulting services and facilitated learning on local autonomy and devolution in the country since 1965. Emerging from the Local Government Center (LGC) created through Republic Act 4223, CLRG has expanded its scope to include regional governance and urban and metropolitan management. It collaborates with local and international institutions in promoting decentralization and publishing materials for the benefit of local government and regional units.

Monitoring state of devolution in the country
Assistance to LGUs on reorganization and decentralized management systems
Publication of research on decentralization
  • Organization Development and HRM for LGUs
Technical assistance to LGUs on improving organizational structure, systems and processes and human resource development and management
Publication of handbooks and manuals
  • Regionalization and Urban and Metropolitan Management
Research and training in regional, urban and metropolitan issues and concerns
  • LGU-NGO and Intergovernmental Collaboration
Research and facilitated training on the dynamics of government-civil society-private sector cooperation and intergovernmental collaboration
  • Local Resource Management
Technical assistance on local revenue generation and administration and publication of and books and manuals
  • Monitoring and Database Management
Tracking local government performance and related events and publication of relevant data

CLRG also undertakes research and extension activities on: Effective Leadership, Environmental Management, Population Development and Management, Area-based Planning, and Local Legislation.
