Minerva S. Baylon is an associate professor of public administration at the University of the Philippines Diliman. She is currently the officer-in-charge college secretary of the U.P. National College of Public Administration and Governance (NCPAG) and director of the U.P. Center for Public Administration and Governance Education.


Education

She obtained her Ph.D. in Development Administration & Management from the University of Manchester, UK. She received her Master of Public Administration (MPA) degree from U.P. Diliman where she also finished her undergraduate studies in the former U.P. Institute of Mass Communications. She is an expert in regulation and public policy. Dr. Baylon teaches courses on public service ethics, and Philippine administrative thought and institutions.
