Dr. Ferdinand Blancaflor Pitagan was a Monbukagusho (Japanese Government Scholarship) scholar from 2005 to 2010. He is a graduate (March 2010) of International Christian University, ICU, Tokyo, Japan with a degree of Doctor of Philosophy in Education.
