The '''Practice of Administrative Leadership and Service (PALS-NCPAG)''' is a socio-political organization based at the National College of Public Administration and Governance in the University of the Philippines Diliman. Anchored upon its core principles of Accessibility, Dynamism, Accountability, and Excellence, PALS-NCPAG has actively espoused student leadership and has been of service to the College, the University and the Country, through its conduct of socially relevant projects and activities. As the oldest socio-political organization in NCPAG, formally established in 1993, it has embodied itself as an organization that represents the student body in the struggle and advocacy for good governance.


At the core of PALS-NCPAG, the principles of Dynamism, Accountability, Accessibility and Excellence stir restlessly, and it is only through collective interaction and projects that these principles achieve relief. Since 1993, PALS has continuously and consistently striven to connect, to affect and be affected— embodying itself through the years as the responsible organization that represents the student body in the struggle and advocacy for good governance in the College, the University and the Country. During the earlier part of our existence, we started conducting medical missions and participating in Gawad Kalinga builds. As the party progressed, so did our endeavors.


We have been able to organize various academic forums on topics including government services and offices, children’s rights and welfare, different advocacies, and even debt servicing. Natural (S)election and UP 101: Your Advocacies Matter are two of said forums conducted last academic year. All of the said forums were done in collaboration with other agencies or organizations found inside and outside the University who share our own ideals.
PALS believes in the development of the country along with the advancement of its people.  


We have also been able to conduct leadership training seminars outside Metro Manila including one in Romblon, and another in Batangas. The former was participated in by Sangguniang Kabataan officials, while the latter by college students and leaders. We have been a part of the annual Freshmen Orientation as well. This is in keeping with our desire to make the College as much of a home as possible – a welcoming home that is able to foster critical debate and progressive change.

The party also releases political statements in tune with the different issues of and in the NCPAG Community, the University, and the nation. In the past academic year we have been able to release five political statements: Reason Demands of Nothing Less, What Poetry and Fiction Should Consist Of, Society of Angels, Agony or Ecstasy, Death of the Sun, and in this year, Canon of Shackles and The Charter Change Express. These political statements dealt with the varying topics of fraternity violence, the latest State of the Nation Address (SONA), the Bangsamoro homeland issue, the upcoming 2010 elections, the Student Regent referendum, the 2009 Code of Student Conduct and the Charter Change respectively.
PALS believes in endowing and holding students, leaders, public servants, and institutions of being responsible to their constituents and upholding moral values they are beholden to.  


As an organization sustained by change and vigor, we have sought to instill this in our projects, thus giving birth to our College’s only choral singing competition that has been serenading the College for two Christmas’s, Chillax: Coffee. Carols. Christmas and Chillax 2: Kapihan. Kantahan. Kapaskuhan., and the Public Administration-themed quiz show, UNO: The Ultimate NCPAG Outbreak.

While these projects may be transitory, existing within a short period of time, their impact has been considerable. These individual acts should not only be considered in themselves, rather they should also be considered for the direction that they are paving, the meaning that they represent, and the passion and hope that they cultivate. It is their cumulative effect that lasts and continues to strengthen.  
PALS-NCAG believes in academic excellence with social commitment.  


Advocacy is shaped and, in turn, shapes individuals and groups. We are not exceptions to this, and, in fact, have numerous alumni who are living testaments. Some are now working in the Supreme Court, some in public agencies and others in the private sector. What field they are engaged in is immaterial, because their drive, excellence and commitment to their society stand out through and through.

Even our members in the College exhibit the same brilliance, pushing to excel in all that they do - so as to be of better use to NCPAG, and to the nation.
