He earned his Ph.D. in Southeast Asian Studies at the National University of Singapore with the dissertation, "Peasants and outsiders: Change and continuity in three rural villages in the Philippines". 			From 1987 1988, served as senior legislative consultant to Rep. Bonifacio H. Gillego, Chairperson of the House Agrarian Reform Committee of the Philippine Congress.
