A. &amp;#039;&amp;#039;&amp;#039;The Department Academic Personnel Committee (DAPC)&amp;#039;&amp;#039;&amp;#039; shall assist in the&lt;br /&gt;
review of the recommendations initiated by the Department Chair with regard to&lt;br /&gt;
recruitment, selection, performance evaluation, tenure, staff development,&lt;br /&gt;
professorial chairs, and promotion of the academic personnel of the department in&lt;br /&gt;
accordance with the general guidelines formulated by the University Academic&lt;br /&gt;
Personnel Board (now the Diliman Academic Personnel and Fellowship Committee)&lt;br /&gt;
and the implementing details laid down by the College Academic Personnel Board.&lt;br /&gt;
&lt;br /&gt;
Disagreement between the Department Chair and members of the Department&lt;br /&gt;
Academic Personnel Committee on specific recommendations shall be placed on&lt;br /&gt;
record and shall be forwarded to the College Academic Personnel Committee for&lt;br /&gt;
action.&lt;br /&gt;
&lt;br /&gt;
The DAPC shall be composed of the Department Chair and two (2) or four (4)&lt;br /&gt;
faculty representatives as members who shall be elected at large by the regular full-&lt;br /&gt;
time faculty of the department; Provided, however, That the following guidelines&lt;br /&gt;
shall be observed:&lt;br /&gt;
&lt;br /&gt;
:::All full-time faculty members of the department shall be ranked from the most&lt;br /&gt;
:::junior to the most senior (e.g., Instructor 1 to 7, Assistant Professor 1 to 7,&lt;br /&gt;

:::one with the longer length of service as faculty member in the University shall&lt;br /&gt;

:::A department with at least nine (9) but not more than fourteen (14) full time&lt;br /&gt;
:::faculty members shall have two (2) faculty representatives, one (1) from the senior&lt;br /&gt;
:::level, and one (1) from the junior level.&lt;br /&gt;
&lt;br /&gt;
:::A department with at least fifteen (15) full-time faculty members shall have four&lt;br /&gt;
:::(4) faculty representatives, two (2) from the senior level and two (2) from the&lt;br /&gt;
:::junior level.&lt;br /&gt;
&lt;br /&gt;
:::A department of less than nine (9) full-time faculty members shall be merged by&lt;br /&gt;
:::the Dean with one (1) or more departments within the college for purposes of the&lt;br /&gt;
&lt;br /&gt;
DAPC, Provided, That the Chair of the department with the bigger or biggest&lt;br /&gt;
number of faculty members shall serve as Chair of the Committee; and Provided,&lt;br /&gt;
further, That merged departments shall have at least one (1) representative,&lt;br /&gt;
elected by the faculty of that department, in the Committee.&lt;br /&gt;
&lt;br /&gt;

– For faculty members appointed to the same step at the same time, priority will&lt;br /&gt;
be based on their appointment to the rank.&lt;br /&gt;
– For those who were appointed at the same time to the same rank and step, the&lt;br /&gt;
one with the longer length of service as faculty member in the University shall&lt;br /&gt;
be ranked higher in the list.&lt;br /&gt;
&lt;br /&gt;
· A department with at least nine (9) but not more than fourteen (14) full time&lt;br /&gt;
faculty members shall have two (2) faculty representatives, one (1) from the senior&lt;br /&gt;
level, and one (1) from the junior level.&lt;br /&gt;
&lt;br /&gt;
· A department with at least fifteen (15) full-time faculty members shall have four&lt;br /&gt;
(4) faculty representatives, two (2) from the senior level and two (2) from the&lt;br /&gt;
junior level.&lt;br /&gt;
&lt;br /&gt;
· A department of less than nine (9) full-time faculty members shall be merged by&lt;br /&gt;
the Dean with one (1) or more departments within the college for purposes of the&lt;br /&gt;
&lt;br /&gt;
DAPC, Provided, That the Chair of the department with the bigger or biggest&lt;br /&gt;
number of faculty members shall serve as Chair of the Committee; and Provided,&lt;br /&gt;
further, That merged departments shall have at least one (1) representative,&lt;br /&gt;
elected by the faculty of that department, in the Committee.&lt;br /&gt;
&lt;br /&gt;
· A department with at least six (6) part-time faculty members and lecturers, or a&lt;br /&gt;
combination of both, shall have a representative of part-time faculty members&lt;br /&gt;
and/or lecturers in the DAPC. The representative shall be elected at large by the&lt;br /&gt;
part-time faculty members and/or lecturers of the department, and shall attend&lt;br /&gt;
Committee deliberations only when part-time faculty members and/or lecturers are&lt;br /&gt;
involved; Provided, That the same rule shall apply in the case of academic non-&lt;br /&gt;
teaching personnel in the department.&lt;br /&gt;
&lt;br /&gt;
Members of the DAPC shall have a term of two (2) years; Provided, however,&lt;br /&gt;
That for the first set of elective representatives, one-half (½) of the membership shall&lt;br /&gt;
have a term of two (2) years and the other half a term of one (1) year as determined&lt;br /&gt;
by the department faculty; Provided, further, That the representatives of the part-&lt;br /&gt;
time faculty members and lecturers or the academic non-teaching personnel shall have&lt;br /&gt;
a term of one (1) year.&lt;br /&gt;
