ABSTRACT

This research seeks to critically analyze if Facebook serves as a public sphere for discourse and movements against sexual harassment in the Philippines. In a 2016 Social Weather Stations Survey, three in five women in Quezon City alone have experienced sexual harassment. Others have taken it to Facebook to share their experiences which also spark discussion from fellow users.

Thus, the paper aims to find out how Facebook members in the country discuss sexual harassment and how the discourse inspires action from the government. The study uses the ideas by Jurgen Habermas about the Public Sphere as points of reference and then employs the criticisms on his concepts particularly those drafted by Nancy Fraser. The ideas of the latter are the main bases of the paper in analyzing the potential of Facebook as a Public Sphere. The research concludes that there are several public spheres inside Facebook that circulate counterdiscourses about sexual harassment among participants. This is attained by identifying the deliberations of Facebook users on different sexual harassment-related posts as well as critically looking at how some government offices utilize the platform to disseminate their advocacies and their actions against the issue.

ABSTRAK

Layon ng papel na ito na tuklasin kung maituturing bang isang public sphere ang Facebook sa pamamagitan ng pag-analisa sa mga diskursong nagaganap sa loob nito tungkol sa sexual harassment sa Pilipinas. Upang maging ganap na public sphere, tinitingnan din ng pag-aaral kung paano ginagamit ang Facebook ng ilang namumuno sa gobyerno upang labanan ang isyu. Sa isang pagsisiyasat na ginawa ng Social Weather Stations noong 2016, tatlo sa kada limang babae ang nakaranas ng sexual harassment sa lungsod pa lamang ng Quezon. Ang ibang napasailalim sa dito ay ginagamit ang Facebook upang ibahagi ang kanilang karanasan na nagbubunga naman ng diskurso mula sa iba pang miyembro ng social media site na ito.

Ginamit ng pag-aaral ang mga ideya ni Jurgen Habermas tungkol sa public sphere bilang panimulang gabay samantalang ang mga kritisismong inihayag ni Nancy Fraser sa mga konsepto ni Habermas ang naging pangunahing basehan sa pagsusuri sa Facebook.

Natuklasan ng pag-aaral na maraming umiiral na public sphere sa Facebook. Ang mga ito ay nagpapalaganap ng mga ideyang taliwas sa mga namamayani sa bansa. Ang mga public sphere rin na ito ay nabuo dahil sa pagsulpot ng iba’t ibang boses ng mga biktima ng sexual harassment sa Pilipinas. Mahahalagang salita: Internet, demokrasya, polisiya, batas
