The Vice-Chancellor for Student Affairs assists the Chancellor in promoting the welfare of and maintaining discipline among students.  S/he is concerned with all activities that relate to students and student services- scholarships, learning assistance and tutorials, guidance and counseling, student complaints, student housing (dormitories), student organizations, student discipline, food services, and health service.&lt;br /&gt;
&lt;br /&gt;
The Office of the Vice-Chancellor for Student Affairs, thru its offices, initiates and organizes student-related events like the Freshman Orientation Program, the Freshman Welcome Assembly, University Student Council Election, the Philippine Collegian Editorial Examination, the Recognition Rites for University Scholars and Student Achievers and the UP Diliman Lantern Parade.&lt;br /&gt;

The Vice-Chancellor for Student Affairs is Prof. Ma. Corazon J. Tan.  The members of OVCSA Staff are Ms. Maricel Lourdes E. Rodriguez (ate Cel), Ms. Mary Jane V. Cenas (ate Jane), Ms. Janice C. Castro (ate Ja) and Mr. Filbert O. Flordeliza (kuya Fil).  Students may visit the OVCSA for assistance, guidance and answers to questions they may have at any time during their stay in the University.&lt;br /&gt;

Four (4) are exclusively for female students *[[Ilang-Ilang Residence Hall], *[[Kamia Residence Hall]] and *[[Sampaguita Residence Hall]] for undergraduate and *[[Sanggumay Residence Hall]] for graduate students. Lastly, we have the Concordia B. Albarracin Hall for undergraduate male students. &lt;br /&gt;

Kalayaan, Molave, and Ilang-Ilang operate under the single fee system, which means that the total dorm fee includes payment for meals provided by canteen concessionaires at said residence halls.  The other residence halls charge lodging fees only. &lt;br /&gt;

As the residence halls are subsidized by the University and have room for a limited number of students, accommodation in these halls is a privilege.  Admission is based on income bracket and region of origin. Priority is given to freshmen and those with the lowest incomes and with residences farthest from Metro Manila.&lt;br /&gt;
&lt;br /&gt;
In general, a bed, a mattress, a study table, a chair, and a locker are provided to each resident.  Residents supply their own beddings.  All the residence halls have access to a wi-fi internet connection.  The halls are all within walking distance to the colleges and other facilities such as small restaurants, a shopping center and the University Health Service. &lt;br /&gt;

&lt;div&gt;Learning Resource Centers (LRCs) were established by the UP Board of Regents on April 17, 1997 to supplement, complement and coordinate all learning assistance programs and instructional support services to students in each campus  and to ensure that the goal of promoting academic excellence will be realized in a more caring and nurturing environment.  The Diliman Learning Resource Center (DLRC), simultaneous with LRCs of other autonomous UP units, was institutionalized on April 28, 1997.  It is supervised by the Office of the Vice Chancellor for Student Affairs and is headed by a Director.                   &lt;br /&gt;
&lt;br /&gt;
When it opened in 1997, the DLRC was based at the National Engineering Center.  In 1998, through the funding assistance of then Congressman Manuel “Mar” Roxas II, the former dining hall of Kamia Residence Hall was converted into the base of DLRC.             &lt;br /&gt;
&lt;br /&gt;

Psychological testing and group activities are scheduled Monday to Friday during office hours and, upon special request, on Saturdays. &lt;div&gt;Learning Resource Centers (LRCs) were established by the UP Board of Regents on April 17, 1997 to supplement, complement and coordinate all learning assistance programs and instructional support services to students in each campus  and to ensure that the goal of promoting academic excellence will be realized in a more caring and nurturing environment.  The Diliman Learning Resource Center (DLRC), simultaneous with LRCs of other autonomous UP units, was institutionalized on April 28, 1997.  It is supervised by the Office of the Vice Chancellor for Student Affairs and is headed by a Director.                   &lt;br /&gt;
&lt;br /&gt;
When it opened in 1997, the DLRC was based at the National Engineering Center.  In 1998, through the funding assistance of then Congressman Manuel “Mar” Roxas II, the former dining hall of Kamia Residence Hall was converted into the base of DLRC.             &lt;br /&gt;
&lt;br /&gt;

	The Office of the Vice Chancellor for Student Affairs, in cooperation with the Office for Initiatives in Culture and the Arts (OICA), invites all freshmen to a dance concert dubbed “Handog Indak sa Freshmen” on 11 August 2009, 5 p.m., in the University Theater.&lt;br /&gt;
&lt;br /&gt;
	The dance concert takes the place of the annual Freshman Welcome Assembly, which was deferred in compliance with advisories from the Department of Health against large gatherings due to concerns about the spread of the flu virus A(H1N1).  Instead of the usual speeches and introductions, the “Handog Indak sa Freshmen,” which this year is the University’s welcome event for freshmen, will feature some of the best resident talents of the University – the UP Pep Squad, the UP Filipiniana Dance Group, the UP Dance Sport Society, the UP Street Dance Club, the UP Dance Company, and the Kontemporaryong Gamelan Pilipino (KontraGapi).  Included in the line-up is a select group of freshmen enrolled in PE dance courses.  Also performing is the UP ROTC Symphonic Band.  The show is directed by Prof. Jojo Cariño and hosted by Dr. Jovy Peregrino.&lt;br /&gt;
&lt;br /&gt;
	The OVCSA will soon distribute tickets to the freshmen through the Colleges.  The freshmen are reminded to present their ticket at the University Theater entrance together with their Form 5 beginning at 4:15 p.m. on 11 August 2009.  Freshmen who will attend the concert will receive a copy of the student handbook and a bookmarker containing the academic calendar for the Academic Year 2009-2010.&lt;br /&gt;
&lt;br /&gt;
	May I request the Colleges to disseminate the information about the “Handog Indak sa Freshmen” and to strongly encourage them to attend this concert that is meant to welcome them to the University.&lt;br /&gt;
