This study investigated the four level textbook evaluation process that the Department of Education (DepEd) employs since 2004 in ensuring the quality of textbooks that the pupils receive. The researcher aims to illustrate this using the English for You and Me Reading and Language textbooks for grade six, written by Elodie Cada and published by Book Wise Publishing, Inc.&lt;br /&gt;
&lt;br /&gt;
Using Max Weber’s Theory of Bureaucracy, the study showed that the flaw in the system is not limited to the process alone, but also in the implementation of the four-level evaluation, thus resulting to the substandard quality of textbooks that the pupils are using. The researcher used qualitative data gathering, such as convenience and purposive sampling, people, paper, and online trails, and review of secondary data.&lt;br /&gt;
&lt;br /&gt;
The findings of this study is journalistically-written in a four-part investigative report.&lt;br /&gt;

&lt;div&gt;The UP Journalism Club or UPJC as it&#039;s more popularly known is an academic organization based in the College of Mass Communication at the University of the Philippines, Diliman.&lt;br /&gt;
&lt;br /&gt;
&lt;br /&gt;
&lt;br /&gt;
==History==&lt;br /&gt;
&lt;br /&gt;
The UP Journalism Club had its beginnings at the former College of Arts and Sciences in UP Diliman on October, 1954. At that time there was no College of Mass Communication and the potential of harnessing communication as an industrial tool was still untapped. Then Dean Armando Malay was its adviser, and one of its founding members was Communist Party of the Philippines Chairperson Jose Maria Sison.&lt;br /&gt;
&lt;br /&gt;
The early JC was very much in the fore of student involvement, which reached its peak in the ‘60s - or the First Quarter Storm the first period of mass action and student involvement. UPJC not only came out with the Krisis, a Filipino newsletter, but also played an active part in the call for an autonomous Mass Communication Institute. Its efforts saw its fulfillment in 1968.&lt;br /&gt;
The tantamount suppression of people’s rights during the country&#039;s Martial Law period also took toll on the once outspoken club. UPJC then concentrated on its internal affairs, working for a stronger and a more unified body. Its tradition of criticism and analysis, nevertheless, continued.&lt;br /&gt;
&lt;br /&gt;
By the ‘80s, UPJC found itself on the fore for campaigning for the restoration of the University Student Council, and for student representation in the Board of Regents. The first chairperson of the newly restored council was Malou Mangahas, who was a UPJC member then and who was Editor-in-Chief of the Manila Times.&lt;br /&gt;

Since 1994, UPJC has been conducting journalism workshops for elementary and high school students in various parts of the country. As the flagship activity of UPJC to promote and develop campus journalism, the Campus Journalism Workshop or CJW had been held in the provinces of Camarines Sur, Marinduque, Quezon, La Union, Batangas, Mindoro, Pangasinan, Laguna, and recently in selected Metro Manila schools. Over 200 high school students participate in this event.&lt;br /&gt;

&#039;&#039;&#039;Beyond&#039;&#039;&#039;&lt;br /&gt;
&lt;br /&gt;
“Beyond” is UPJC&#039;s semestral newsletter. This compilation showcases the JCers’ talents in news writing, investigative reporting, feature writing and editorial writing. Beyond has a circulation of over 500 and is distributed all over UP Diliman.&lt;br /&gt;

&#039;&#039;&#039;UPJC/Inquirer Current Events Quiz Show&#039;&#039;&#039;&lt;br /&gt;

Every academic year the club organizes a Quiz Show which aims to promote social awareness among the students, as this will measure the amount of relevant information known to the students and will encourage them to learn more about their surroundings.&lt;br /&gt;

UPJC holds fora, discussions and symposia tackling current and relevant social issues.&lt;br /&gt;

&lt;div&gt;The UP Journalism Club or UPJC as it&#039;s more popularly known is an academic organization based in the College of Mass Communication at the University of the Philippines, Diliman.&lt;br /&gt;
&lt;br /&gt;
&lt;br /&gt;
&lt;br /&gt;
==History==&lt;br /&gt;
&lt;br /&gt;
The UP Journalism Club had its beginnings at the former College of Arts and Sciences in UP Diliman on October, 1954. At that time there was no College of Mass Communication and the potential of harnessing communication as an industrial tool was still untapped. Then Dean Armando Malay was its adviser, and one of its founding members was Communist Party of the Philippines Chairperson Jose Maria Sison.&lt;br /&gt;
&lt;br /&gt;
The early JC was very much in the fore of student involvement, which reached its peak in the ‘60s - or the First Quarter Storm the first period of mass action and student involvement. UPJC not only came out with the Krisis, a Filipino newsletter, but also played an active part in the call for an autonomous Mass Communication Institute. Its efforts saw its fulfillment in 1968.&lt;br /&gt;
The tantamount suppression of people’s rights during the country&#039;s Martial Law period also took toll on the once outspoken club. UPJC then concentrated on its internal affairs, working for a stronger and a more unified body. Its tradition of criticism and analysis, nevertheless, continued.&lt;br /&gt;
&lt;br /&gt;
By the ‘80s, UPJC found itself on the fore for campaigning for the restoration of the University Student Council, and for student representation in the Board of Regents. The first chairperson of the newly restored council was Malou Mangahas, who was a UPJC member then and who was Editor-in-Chief of the Manila Times.&lt;br /&gt;

Since 1994, UPJC has been conducting journalism workshops for elementary and high school students in various parts of the country. As the flagship activity of UPJC to promote and develop campus journalism, the Campus Journalism Workshop or CJW had been held in the provinces of Camarines Sur, Marinduque, Quezon, La Union, Batangas, Mindoro, Pangasinan, Laguna, and recently in selected Metro Manila schools. Over 200 high school students participate in this event.&lt;br /&gt;

&lt;br /&gt;

&#039;&#039;&#039;UPJC/Inquirer Current Events Quiz Show&#039;&#039;&#039;&lt;br /&gt;

Every academic year the club organizes a Quiz Show which aims to promote social awareness among the students, as this will measure the amount of relevant information known to the students and will encourage them to learn more about their surroundings.&lt;br /&gt;

&#039;&#039;&#039;Symposia&#039;&#039;&#039;&lt;br /&gt;
&lt;br /&gt;
UPJC holds fora, discussions and symposia tackling current and relevant social issues.&lt;br /&gt;

Membership is open to all students of UP Diliman. Aspiring members would have to go through an application period before becoming resident members of the club. The residents members of the club are called &amp;quot;JCers&amp;quot;.&lt;br /&gt;

&lt;div&gt;The UP Journalism Club or UPJC as it&#039;s more popularly known is an academic organization based in the College of Mass Communication at the University of the Philippines, Diliman.&lt;br /&gt;

==History==&lt;br /&gt;
&lt;br /&gt;
The UP Journalism Club had its beginnings at the former College of Arts and Sciences in UP Diliman on October, 1954. At that time there was no College of Mass Communication and the potential of harnessing communication as an industrial tool was still untapped. Then Dean Armando Malay was its adviser, and one of its founding members was Communist Party of the Philippines Chairperson Jose Maria Sison.&lt;br /&gt;
&lt;br /&gt;
The early JC was very much in the fore of student involvement, which reached its peak in the ‘60s - or the First Quarter Storm the first period of mass action and student involvement. UPJC not only came out with the Krisis, a Filipino newsletter, but also played an active part in the call for an autonomous Mass Communication Institute. Its efforts saw its fulfillment in 1968.&lt;br /&gt;
The tantamount suppression of people’s rights during the country&#039;s Martial Law period also took toll on the once outspoken club. UPJC then concentrated on its internal affairs, working for a stronger and a more unified body. Its tradition of criticism and analysis, nevertheless, continued.&lt;br /&gt;
&lt;br /&gt;
By the ‘80s, UPJC found itself on the fore for campaigning for the restoration of the University Student Council, and for student representation in the Board of Regents. The first chairperson of the newly restored council was Malou Mangahas, who was a UPJC member then and who was Editor-in-Chief of the Manila Times.&lt;br /&gt;

Since 1994, UPJC has been conducting journalism workshops for elementary and high school students in various parts of the country. As the flagship activity of UPJC to promote and develop campus journalism, the Campus Journalism Workshop or CJW had been held in the provinces of Camarines Sur, Marinduque, Quezon, La Union, Batangas, Mindoro, Pangasinan, Laguna, and recently in selected Metro Manila schools. Over 200 high school students participate in this event.&lt;br /&gt;

&lt;br /&gt;
&#039;&#039;&#039;Beyond&#039;&#039;&#039;&lt;br /&gt;
“Beyond” is UPJC&#039;s semestral newsletter. This compilation showcases the JCers’ talents in news writing, investigative reporting, feature writing and editorial writing. Beyond has a circulation of over 500 and is distributed all over UP Diliman.&lt;br /&gt;

&#039;&#039;&#039;Alternative Classroom Learning Experience&#039;&#039;&#039;&lt;br /&gt;
Every semester, UP Diliman holds the Alternative Classroom Learning Experience (ACLE) to provide the students with relevant knowledge not normally taught in classrooms. UPJC has been participating in the ACLE to offer the UP students a glimpse of what the real world of journalism is about.&lt;br /&gt;

&#039;&#039;&#039;UPJC/Inquirer Current Events Quiz Show&#039;&#039;&#039;&lt;br /&gt;

&lt;div&gt;The UP Journalism Club or UPJC as it&#039;s more popularly known is an academic organization based in the College of Mass Communication at the University of the Philippines, Diliman.&lt;br /&gt;
&lt;br /&gt;

&lt;br /&gt;
==History==&lt;br /&gt;
&lt;br /&gt;
The UP Journalism Club had its beginnings at the former College of Arts and Sciences in UP Diliman on October, 1954. At that time there was no College of Mass Communication and the potential of harnessing communication as an industrial tool was still untapped. Then Dean Armando Malay was its adviser, and one of its founding members was Communist Party of the Philippines Chairperson Jose Maria Sison.&lt;br /&gt;
&lt;br /&gt;
The early JC was very much in the fore of student involvement, which reached its peak in the ‘60s - or the First Quarter Storm the first period of mass action and student involvement. UPJC not only came out with the Krisis, a Filipino newsletter, but also played an active part in the call for an autonomous Mass Communication Institute. Its efforts saw its fulfillment in 1968.&lt;br /&gt;
The tantamount suppression of people’s rights during the country&#039;s Martial Law period also took toll on the once outspoken club. UPJC then concentrated on its internal affairs, working for a stronger and a more unified body. Its tradition of criticism and analysis, nevertheless, continued.&lt;br /&gt;
&lt;br /&gt;
By the ‘80s, UPJC found itself on the fore for campaigning for the restoration of the University Student Council, and for student representation in the Board of Regents. The first chairperson of the newly restored council was Malou Mangahas, who was a UPJC member then and who was Editor-in-Chief of the Manila Times.&lt;br /&gt;

&#039;&#039;&#039;Campus Journalism Workshop&#039;&#039;&#039;&lt;br /&gt;
&lt;br /&gt;
Since 1994, UPJC has been conducting journalism workshops for elementary and high school students in various parts of the country. As the flagship activity of UPJC to promote and develop campus journalism, the Campus Journalism Workshop or CJW had been held in the provinces of Camarines Sur, Marinduque, Quezon, La Union, Batangas, Mindoro, Pangasinan, Laguna, and recently in selected Metro Manila schools. Over 200 high school students participate in this event.&lt;br /&gt;

&lt;br /&gt;
&#039;&#039;&#039;Beyond&#039;&#039;&#039;&lt;br /&gt;
“Beyond” is UPJC&#039;s semestral newsletter. This compilation showcases the JCers’ talents in news writing, investigative reporting, feature writing and editorial writing. Beyond has a circulation of over 500 and is distributed all over UP Diliman.&lt;br /&gt;

&#039;&#039;&#039;Alternative Classroom Learning Experience&#039;&#039;&#039;&lt;br /&gt;
Every semester, UP Diliman holds the Alternative Classroom Learning Experience (ACLE) to provide the students with relevant knowledge not normally taught in classrooms. UPJC has been participating in the ACLE to offer the UP students a glimpse of what the real world of journalism is about.&lt;br /&gt;
