In the Philippines, the number of community journalists who were able to set examples on how the press can foster civic engagement that eventually leads to solving community problems is increasing. One of which is the Naga City community press. They were able help shape discussion and deliberation in forming the possible solution to the road-widening issue that arose last year.<br /> Results of the textual analysis revealed that the community press was not a mere observer but a participant in the issue. They reported the ongoing debate over the road- widening project and presented the different sides of the conflict. These helped the citizens deliberate and form their opinion about the issue. By applying concepts of public journalism, the community press in Naga aided in creating an effective public sphere that eventually helped in informing and mobilizing the citizens.<br /> Interviews were also conducted with local officials and key citizens from Naga City to discover how the press was able to provide a platform for citizens to talk about the issue. An analysis of the government model of Naga City contributed to the success of public forums and community dialogues conducted regarding the issue.<br /> <br /> KEY WORDS:<br /> community press, civic involvement, environment</div>
