"This report analyses the international migration patterns for employment in the Philippines and offers suggestions on how to respond to them. Presently more than 10% of the national population is based abroad. This study also aims to better understand the link between youth employment and migration and how to broaden the youth’s options in these areas.

It recommends promoting the hiring of young workers via incentives such as tax breaks, improving education and dissemination of information on job opportunities both within the country and abroad, and it notes the need to engage young Filipinos overseas to improve data collection and develop “brain gain” policies and programs."
This paper analyzes whether immigrant families facing credit constraints adopt a family investment strategy wherein, upon arrival, an immigrant spouse invests in host country-specific human capital while the other partner works to finance the family's current consumption. Using data for West Germany, we do not find evidence for such a specialization strategy. We further examine the labor supply and wage assimilation of families whose members immigrated together relative to families whose members immigrated sequentially. Our estimates indicate that this differentiation is relevant for the analysis of the labor market activities of migrant households.
This article examines the link between parental migration and young children's education using data from the Philippine country study of the Child Health and Migrant Parents in South-East Asia (CHAMPSEA) Project. The key research question probed here is: what difference does parental migration make to the school outcomes of young children? Specifically, it looks at factors that explain children's school progression (school pacing) and academic performance (school achievement) using multiple regression analysis. These questions are explored using CHAMPSEA data gathered from a survey of children under 12 years of age and their households in Laguna and Batangas (n=487).

The widesprad contravention of the standard placement fee and the reservation cast on the efficacy of the standard employment contract are significant cracks in the legal labor migration. This problem could be addressed in various ways. Over the short term, resources could be directed at enhancing the dissemination of information, reinforcing the regulation and the monitoring of recruitment agencies, and enforcing sanctions on errant recruitment agencies. POEA could consider documentation of cases gathered by NGOs as information in aid of prelimenary investigations or spot checks of alleged errant agencies. A fundamental task is the review of the standard placement fee and the standard employment contract: what purpose do they serve and what would be more viable alternatives? In terms of migrant education, more community-based approaches should be explored, particularly the strengthening of links with local governments, in order to reach potential migrants.
== Are You A Bumbay? An Inquiry into How Transient Keralites in the Philippines Define Their Ethnicity As Informed By Philippine and Homeland Media ==

Anil Thalakottur

ABSTRACT

This research explores how transient Keralites (the citizens of India from the southern state, Kerala) define their ethnic identity as an Indian and as a Keralite in the context of the Philippines where there is an existing opinionated text about Indians, and as informed by homeland media from Kerala.

Developments and technological innovations in travel facilities move people quite easier these days as they travel from one place to another, specifically from nation to nation, in search of better environments in their career, safety and academic pursuits. Their stay in a foreign land can be temporary or permanent, depending on the nature of their migration. Immigrants, however, carry with them the culture and tradition of their mother land that keep their identity relatively intact wherever they go. The ethnic identity inherent among the migrants shapes their views about the realities they come across. In the process of encountering new realities of different cultures, traditions and media of the place of migration, the immigrants reinvent and redefine their ethnic identity in the foreign land. This pursuit for identity is usually in comparison or in contrast with the other communities of the foreign land. Mass media have a great role in reassessing the transients’ identities in the place of migration.

Based on my observations as a transient Indian in the Philippines for about four years and from the sharing of the participants of this research, Indians have been given an identity by the local people based on their physical features, place of origin, and profession. Words like bumbay or five-six, a type of money lending, expose the identity given by Filipinos to Indian communities in the Philippines. Philippine media assert these words and the public image about Indians as money lenders through media texts and thus play a crucial role in reinstating the identity of Indians among common Filipinos.

India was divided into different states upon its independence in 1947. Thus Indian citizens developed dual identities: identity as an Indian and identity based on the state in which a person is territorially based. The transient people of the state of Kerala in the Philippines have this dual identity as Keralites and Indians. This research explores how the Keralites look at themselves during their transient stay in the Philippines, and the role of media and local texts in the process of their ethnic identity negotiation in the Philippines.

Keywords: media and identity, ethnicity, bumbay and five-six, transient Keralites

The Philippines supplies more than a quarter of the highly globalized labour market for seafarers. Although the magnitude of Filipino seafarers is a recent phenomenon, there is documented history of the seafaring tradition in the Philippines. The supply of Philippine seafarers in the global labour market occurs in the context of high unemployment, widespread poverty and an economy facing pressures from trade deficits and to pay off the $50 billion foreign debt. Filipino seafarers are mostly from the poor maritime areas in the Visayas and Mindanao. Maritime school owners and crewing agencies exploit vulnerable young students to pursue a seafarers’ career, with promises ‘to earn dollars and see the world for free’, to escape poverty. The State’s powers over maritime education and training and labour market regulation have been constrained by the need to promote overseas employment, as a source of foreign remittances to balance debt and trade payments and support the economy. The framework of global governance and labour relations, and the fiction of representation through the International Maritime Organization (IMO) and the International Labour Organization (ILO) is heavily influenced by among others, the need to stabilize the global labour market with competent and skilled seafarers.
Case studies in Japanese investments in the Philippines show the need to raise awareness about the links between trade and labor compliance. There is a need to improve the capacity of both trading partners to implement the labor dimensions of the agreement. This has implications upon efforts at regional integration in East Asia, with greater demands from the public to ensure decent work and human resource development (HRD) in the movement of natural persons among the trading partners. The case of labor dimension in trade between Japan and the Philippines points to the need to develop capacity towards a regional framework to provide decent work, respect for workers' rights, good industrial relations; and maximize the social benefits arising from the movement of natural persons and mitigate negative impacts.

"The paper aims to identify the facilitating and deterring factors affecting the implementation of the ASEAN mutual recognition arrangements (MRAs) in professional services encompassing engineering, nursing, architecture, surveying, medical, dental practice, and accountancy. Overall, the progress of MRA implementation in the Philippines has been slow. For all professions, the issue of enacting new rules and/or regulations has been difficult due to constitutional and other restrictions. Clear procedures and guidelines should be formulated for the implementation of the reciprocity provision. For temporary special permits, the law needs to be revised to allow complete borderless practice.

To move the implementation of the MRAs forward, there is a need to continue efforts to improve the process and create clear criteria for the labor market test and the skill shortage list. The paper also suggests the formulation of clear rules and guidelines in implementing the foreign reciprocity provision, strengthening the capacity of the Professional Regulation Commission as the central body coordinating the different MRA activities, and crafting of a comprehensive and strategic framework on MRA implementation."
This study tries to understand the characteristics and context of ethnic identity among 30 Filipino- Japanese children, 8-16 years of age, living in Oyama-Shi, Tokyo, and Hiroshima Prefecture. It has identified three interlocking patterns of ethnic identification among Filipino-Japanese children: ethnic preference, the colonizing lens of the majority, and the interiorized ethnic clash/struggle. The ethnic preference pattern refers to the range of perspectives that propel preference, which may include stereotyped images, inferiority, superiority or equality of the majority and minority ethnic groups. The colonizing lens of the majority, the other directed ethnic identification pattern, refers to how Filipino-Japanese children use dominant society's standards in characterizing and judging the members of minority group. The interiorized ethnic clash/ struggle pattern refers to the Filipino-Japanese children's wrestling with their feelings and reactions towards a member of a majority group who emphasized on their difference or inferiority.

The study “Lives on Hold: Sons of Migrant Parents” documents the stories of six adult males left behind by migrant parents as children and probes the implications of long-term parental absence due to labor migration on their family life. At a time when a significant number of Filipinos resort to labor migration as a response to the continuing underdevelopment at home, the study also contemplates on the situation of the transnational Filipino migrant family drawing from the shared life-stories and reconstructed memories of the six.
It is the assertion of this research that the transnational Filipino migrant family is experiencing intense strain as the viability of traditional notions of familial love is challenged by long-term parental absence due to labor migration. The stories of these sons of migrant parents tell of the unspoken pain of unmet familial expectations that results in family lives that are placed on hold as they await for the family reunion that may never take place.

Overseas Filipino Workers (OFWs) and their loved ones in the Philippines manage to have dynamic relationships despite physical distance with Computer-Mediated Communication (CMC) or the use of new media (the Internet and cellular phone). Theoretically guided by Marshall McLuhan and Stuart Hall, this paper presents three case studies that depict how individuals mindfully use communication technology to enact their relationships. Such interactions also entail the exchange of new ideas on gender roles, family relations, and dominant-subordinate roles that lead to cultural change. Conclusively, technology has made it easier for OFWs and their loved ones to overcome their aversions to being in long-distance relationships and overseas employment.
